Council Removes Civil Penalty From Proposed Graffiti Ordinance

Council members agreed to remove the civil penalty from their proposed graffiti ordinance Monday night. That means there is now no penalty for business owners who don't remove graffiti from their buildings.

It started off as a criminal offense. Then went to a civil offense. Now no offense. North Canton City Council members still are tweaking their proposed graffiti ordinance that aimed to punish business owners who dawdled on removing graffiti from their businesses. And at Monday night's council meeting they discussed removing the penalty altogether. Council-at-large Dan Griffith — also chairman of the Ordinance, Rules and Claims Committee — said the amended ordinance alleviates valid concerns citizens and council members had with the first draft. Congratulations to our elected officials for finally presenting an option to address the grafitti problem that doesn't unduly punish victims of a crime. Some communities across the country have formed citizen committees to help property owners who are unable to remove grafitti from their property. Perhaps our civic leaders might be interested in exploring such an option.   more ›

City's Hiring of Law Director Doesn't Pass the 'Sniff Test,' Resident Says

North Canton resident Joe Concatto says the city created suspicion and distrust when it hired its first full-time law director this month

One North Canton resident isn't too impressed with the way North Canton chose its first full-time law director. Joe Concatto, whose son-in-law Rodney Baca had applied for the law director position, brought up a few issues with how the city hired its new law director (former Ward 3 Councilman Tim Fox) when he spoke before North Canton City Council in Council Chambers Monday night. "I'm not here to dispute who you chose; I'm here to dispute the way you went about choosing that person," Concatto said, adding the hiring of Fox created suspicion and distrust of city council. Tim Fox took his oath of office Wednesday morning and begins his first day as North Canton's law director today. Fox had served as an attorney at Black, McCuskey, Souers & Arbaugh while holding the Ward 3 council seat, which he won in November 2011. He resigned from council this month to pursue the city's law director position. On Wednesday, he addressed those constituents who voted him onto council. "I'm just really excited and deeply appreciative of not only the residents but city council and the administration who put their faith in me to do this job," he said. City Council to Interview 8 Candidates for Ward 3 Council Seat

Council must fill the vacant Ward 3 council seat by Oct. 6

Eight residents are vying for the Ward 3 North Canton City Council seat, left open when Tim Fox resigned to pursue the city's law director position. Council President Jon Snyder said council has until Oct. 6 to make its final decision, and he anticipates that decision to come no earlier than the first week of October. "We have a very good pool of candidates," Snyder said. "We've got three ex-council members and great people from the business community and other areas." Council asked that candidates apply by the deadline of Sept. 14 to be considered for the council seat, which pays $4,800 with benefits. The candidates who applied are: Snyder said council as a whole — and not just those on the Personnel Committee — will interview the …

Tonight North Canton City Council will take a voice vote to appoint Tim Fox to the position of city law director. The possible appointment comes after Fox resigned from his North Canton City Council seat to pursue the law director job, left vacant when Hans Nilges resigned. Council will meet at 6:45 p.m. in Council Chambers for the voice vote and then proceed with its regular meeting at 7 p.m. Also on the agenda for tonight is a presentation from Councilman Mark Cerreta about Master Plan signage. An illegal immigration matter: On Aug. 16, officials went to Mariachi Mexican Restaurant Owner Miguel Castro's six restaurants and started handcuffing employees — including the owner. Tim Fox Resigns From Council Seat to Pursue Law Director Position

Ward 3 Councilman Tim Fox has resigned from his North Canton City Council seat to pursue the city's vacant law director position, the city announced today. "He is now thinking about applying to be in law director's position and in order to do that he cannot be a sitting council person," Council President Jon Snyder said. "He's a great candidate for the law director position. He's got an MBA, he's a practicing attorney. He's a very bright young man. The part I'm sad about is we lose a fabulous councilman." LOOK: Your City Officials Attack Graffiti at Fred Astaire Dance Studio

Which graffiti remover works best? North Canton City Council members and the city's superintendent of permits and inspection were determined to find that out this weekend.

North Canton City Council members have been mulling over how to deal with graffiti in the city this year as the unsightly artwork continues to pop up on Dumpsters, park buildings and businesses. They've recently discussed an ordinance that would slap the wrists of business owners who dawdle on cleaning graffiti from their buildings. The proposed ordinance, which has been tabled since June, would require business owners to remove the graffiti within a certain time frame or else face punishment from the city (city officials are leaning toward a civil offense). Council members had also talked about which graffiti removers might work best and whether the city should buy the removers and sell them to business owners at cost. And on Saturday …

Cerreta, Griffith, Kiesling Biggest Spenders in 2011 Election

All three spent more than $1,000 in their election campaigns and won at-large seats

The three winning candidates for North Canton's at-large council seats were the biggest spenders in the 2011 Election. Mark Cerreta, Dan Griffith and Marcia Kiesling each spent more than $1,000 on their campaigns. The race also included Chuck Osborne and Allen Wells. North Canton Patch took a look at what each candidate who ran for North Canton City Council raised and spent during the November 2011 election. Overall, incumbents spent a little less than their opponents (but not in the at-large race), and candidates who ran unopposed didn't spend any money on their campaigns.
