Karen Alger, finance director, is asking council to move $60,000 from the unappropriated resources of the fire operating fund to the wages and salaries fund. She would like the move made on an emergency basis in order to avoid negative payroll accounts within the fire department fund.

“These appropriations are necessary to pay for salaries and longevity through the end of the year and to cover the negative number in payroll,” Alger wrote to council.

Electric aggregation

Stephanie Werren of the Northeast Ohio Public Energy Council will give a short presentation to council on electric aggregation.

NOPEC is a council of governments formed under Ohio law that represents 173 communities across 10 Northeast Ohio counties. NOPEC reports that it is the largest public energy aggregation in the United States.

Jon Snyder, council president, said NOPEC’s model is different than the current aggregation model the city participates in for natural gas.

“I am hopeful that the presentation will at least make us aware of how this type of aggregation model works and if it is a model that should be considered if the city in the future decides to offer electrical aggregation to its residents,” Snyder wrote to council.

A NOPEC information packet is included in council’s meeting packet, attached to this article in .pdf form.

Temporary budget

Council will further discuss the city’s temporary appropriations measure for 2013.
